Have a look at the gen2 Tiguan wheels thread for some inspiration: Gen 2 Tiguan Wheels Thread. Typically you’re looking at offsets around 35-40 with 8-8.5" width on a Tiguan to look decent.
Really depends what you’re looking to achieve but if you change size you’ll also but up for tyres which you’ll need to include in your budget. Final comment on rims is don’t cheap out - you’ll be worse off than staying stock and it’ll make it 10x harder to sell at the other end. If you can afford to, stick your stock wheels away to put in when selling.
In terms of tunes there’s currently nothing available as a flash tune for the 132TSI engine. There’s some piggy-back units under development/final testing (JB4) but that’s what you’ll be limited to for the time being. There’s encryption on the 132TSI ECU that nobody can get past right now. To be completely honest it’s not the engine most people go for if they want performance. You’ll find less options for this engine in terms of aftermarket parts and tuning because of this. 162TSI shares a lot in common with GTI which is why this is the better choice in terms of performance parts/tuning options.
