Newbe - long time vw tiguan owner - now having trouble with fuse box

Hi I own a 2011 VW tiguan 2.0 TDI..
I had the 97Z9 recall campaign carried out on the car in oct 17. It did have issues with the lights/fuses prior to this. Volkswagen changed the fuse. I've now had the same fuse go this time actually melting and burning the fuse box and lid! I'm aware the car is out of warrenty but shouldn't this be covered? I took the car into a Volkswagen dealership and they are saying its not covered in the recall? Has anyone else had the same issue? Any advice on getting Volkswagen to stand by their product? Pretty disappointed in the whole ordeal, bought a Volkswagen for their reliability. Thanks Carly
