The 6 speed auto diesel is probably the pick if you're looking for a tow vehicle. Though it's probably also the slowest combination. You will find quite a few of these around second-hand now as they were a very popular model combination.
Yes similar tuning capabilities, however diesel seems to be a little less often tuned than the petrol models. Main gains with a diesel are in torque an less in peak power.
There's quite a wide variation in wheel/tyre combinations available for legal fitment to the Tiguan. Everything from 16" to 19" are "standard" fitment sizes for the Tig. I run 19's (245/40R19 tyres) on my car and really don't think I'd want to go to 20's/35 profile tyres. There's plenty of OEM and aftermarket wheels available if you choose to update.
Stock brakes are quite efficient and pull up the vehicle pretty well. If you were going to run it on the track then you'd probably want to upgrade to braided lines and change fluid. There's a few guys that track their cars and run on standard brakes with no problems.
