Ok, back down to the garage and checked again (should have kept quiet!) - mine just has the blanking plastic at that point of the boot sides.
Manual says there are fasteners but "Applies only to vehicles with bag hooks" and the ones I was previously referring to "Applies only to vehicles with fastening rings" (and there are some more just inside the boot lip I had forgotten about...). Obviously international manual than can cover all bases (or ars*s)

Now i'm really worried about taking my car for service. Wish the OP could state dealer so we knew where not to go in Brisbane. It's a short list as it is.
I'm going out on a limb and stating it's the dealer around Newstead...
We got out Tig from there and mentioned to the "handover chickie" that the hooks are now not included and can she arrange for them to be fitted at no cost when it's in for it's first service.... yep blank look on her face.
Then the sales person walked past and I mentioned it to him - his response was "you want them, go buy them as VW don't fit them standard anymore". Now this was our handover, so I bit my lip and said nothing seeing it's mainly my wife's car.
BTW my wife is not really fussed about hooks vs no hooks, but I think the arogance of some of these dealer staff steams me up.

I'd rather not officially confirm or deny who the dealer is ...... I still have a the Golf R on order through them ... even though I'm on my 4th salesman now .. the other 3 left since I ordered .... and service from the sales dept have been lacking since the initial guy who I ordered both the Tiguan and Golf R through who was brilliant .....
I've ordered a $70K car through this dealer and did not even get an invite to come and have a look at the new GTI ..... really poor service
Even BMW down the road where I looked at the 135i (for the same money as the R) keep on inviting me to have a look at new arrivals !!!
I'm seriously considering cancelling my Golf R order and going to another VW dealer at this point ......

I understand totally. Yep they say it's the little things that make the difference. We also looked at the BMW X3 instead of the Tiguan even thought they were $20K more. In the end we obviously went with the VW, but experiences like yours makes you wonder. Not saying that stuff like that doesn't happen down the road either...
I just told my wife of your experience and she's disgusted - of course she asked me which dealer..
So are you going back for compensation of some type or are you leaving it with them, never to return?

I've got the blanking plates on my MY10 too. Now I've seen the bag hooks, I want them too!
Stupid MY10 white dash no hooks grumble grumble.
Anyway, so I figured the three 'hook' things across the back are child carseat anchor points... but what are the fold-out chrome bizzos on the sides, down low at the back near the back of the rear seats? What are they meant to be for? Too low for shopping bags I'm guessing!
Oh, and bad baaaaad form by the dealer, pinching your hooks!! Assholes. Amazing how disdainful their attitude towards the customer becomes once they've got your money in their pocket.
If I was you, I'd write to VW Australia and inform them of the incident. And say how disappointed you are, you have lost faith in the brand, the distrust of their employees it generates, how it reflects poorly on VW's image, AND you're a repeat customer, you've told everyone you know etc. Really rub it in.
But that's cos I'm a bitch
