I've assisted with many of these failures for family and friends.
In short, the commutator bars wear down in the Haldex pump motor because the original design _SHOULD_ have been brushless given how often it's running, however, wasn't.
As the pump is always kept at pressure to keep things ready for action, it's always ticking along during driving so it wears out.
Assuming the controller is happy and the clutches are not broken, etc etc etc assumptions nothing else is broken.
Just the error code you list is you just need to talk to VW Parts, get the part number for your haldex pump specific to your car - jump on the old interwebs and pick one up off ebay. You can then hand that to VW to replace and bob is your uncle. They'll charge you an hour or twos labour, haldex fluid on top. Most if not all cars your age that have not been replaced have a dead pump just the owners are none the wiser as the system doesn't complain.
oh, why not buy the haldex pump off the dealer?
