It should pick up the satelites equally well or even better when stationary.

When stationary in an open area. I'd say head up to the local park, but someone may get suspicious
Where is the GPS antenna located? On the dash / under the top vent?

Yes, when you're somewhere remote you need to head back to civilisation, or when you're in the garage. I usually install the RNS in the city and standing even under the carport will take much longer to lock on satelites, just driving out of the carport will give a good view of the sky and quick lock. It takes longer to lock on satelites when driving in the city compare to stay staitonary.
