You can do the remote, but not the key.

Only the dealership can do it.

I bought a second hand Key off Ebay all the numbers matched with my existing key, but the immobilizer could not be reprogrammed , Vw penrith ordered in the Key half of the remote with the chip and precut blade, from Malaysia but because they had a mix up and thought it was under warranty they tried to charge me nearly $300 to program it , but after a bit of haggling as the key was no use to anyone else they gave it to me for $235 including programing the remote and the immobilizer so it worked out a lot cheaper than paying $500 for a new complete key/

There's programming the key, then there's programming the remote.

Anyone can program the remote, as the provided link shows. The key itself is a whole other story.
