VCDS is an 'enthusiast' level tool rather than dealer/technician level.
That said it is used also by a lot of independant mechanics as well as it is MUCH easier to use and can do 90% of what VAS-PC (the dealer tool) can do for most situations.
Why not try and get cosy with the local dealer's tech by offering them a case or two on the side?

It is a 5 minute job (I had to disable mine), I have the cable and am in Brissie - I'm even up in Rocky on Wed/Thurs this week, not that that helps (closer than Brissie). Pretty sure the cable is locked to the computer it was enabled on - can someone clarify?
As Kamold said, ask the VW dealer - it is a simple task of going into the menu options and enabling one bit.
