This is a general question and not directed at BOV17 in particular, does the RNS have lane guidance and speed camera alert?

Well it comes with lane guidance, but not speed alerts but you can down load them from watercooled and install them your self .

Visit the VCDS subforum here and you'll find people who own the cable who can help you out for a small fee. VW dealers can also do it but are not always extremely willing to help with such things.
