In my opinion, judging by:
-the seats
-the front grill
-the position of the badge on the back
-the period of the badge (looks like mk4)
-lack of arches
...no, it's not, just a GL (possibly CL) with some tacky lights and cheap wheels. Buuuut for a P plater, it's not too over priced and doesn't look totally horrid (again...p plater friendly in engine and tackiness).
The 8v (4 stud is the easiest way to tell) Mk3 GTIs were rubbish anyway, only the ABF 16v had any grunt and it's clearly not one of those.
