It's fairly straight forward. Pre 88 cars can come in as a personal import.

its not as simple as finding one, buying it and shipping it over.
lots of rules if you actually want to have it registered here
You do need to get government approval too, before you can ship it. Then there's the state rules, for rego etc.
A real Mk1 Gti Campaign, even in UK, will cost a lot of money. +all the expense to bring it here. end up cost about same money.
However I think 18K is too much, I remember beginning of last year, there was a real nice one the owner initially also asked for 18K up.
Eventually I think he sold it around 13K.

Importing a golf is easy, i just done it with my mk1
Buy the car
Get import approval
Organise shipping
Collect it from the docks once it gets here - i got a vic roads permit to drive it home
Meet ADR rules - side intrusion bars and child anchor points if its coming from the UK
Then get a roady
then rego
Its not a cheap exercise now, a good MK1 GTI in the uk will sting you 5k in pounds, through the exchange rate your over 10k in dollars to start with, shipping is around 2-3k american, ADR rule engineer was 700, roady was another 500 and then rego.
