Tonight I called in a favour and after a long drive in the country, I've got my hands on a set of tools and shims.
If you're all nice to me I might write up the valve adjustment process :)

Just made a leakdown tester as per the above link.
All cylinders test at 10% with no cam fitted so it's looking good.:banana:
Now to refit the cam, adjust tappets and retest compression.

Most likely scenario is that I did something wrong.:emo_baghead:
The head was allegedly set up by professionals and I made some assumptions about their workmanship.
When I re-assembled the head I was very careful to put all the shims back in the same place on the assumption that it had all been set up before.
I looked for clearance but didn't measure it after I'd torqued the head on.
There's a lesson to be learnt here about taking shortcuts.
That sort of very low comp should have shown up on the dyno though so another theory might be that the seat wasn't properly seated and got hammered in on the dyno, but it's more probable that I just effed up.
