Finally, it's all legal.
For anyone looking at doing this, its not as daunting as it seems.
Step 1: Download 'Application to modify passenger vehicle' form from DoT website & fill it out & send it back.
Step 2: wait for them to send you an approval pending an engineer's report. (they may ask for more info on some of your planned mods).
Step 3: Finish all your work. Like, actually finish it. Properly.
Step 4: Take it to a certified engineer to look over. Give them a copy of your application form and as much spec info on the car prior, as well as after the mods. (weigh bridge receipt, height, track, decibel reading of exhaust, speedo check, brake test, etc). They'll then take photos and using the info you provide write up their report and send it of to DoT. Usually, if there's anything they aren't satisfied with they'll just tell you to fix it up and come back.
Step 5: Wait for the final approval in the mail from DoT. Once it's arrived, book the car in to a certified licensing inspector ('pits') to check it over and give you your piece of paper!!
On step 5, i would highly recommend using a private vehicle inspector. The transport dept ones are generally arseholes.
Then you'll just need to take it in to get the details changed for your rego papers!
