Webber's car was running extra downforce in the hope that rain would come and the straight-line disadvantage he had would be more than compensated for by higher cornering speeds. Unfortunately the wet weather didn't come, and without the outright straightline speed, Webber had no chance.
Bad strategic decisions are really hurting RBR. In a year where Webber really needs their full support if he's going to make a serious challenge for the championship (he's off contract after this year I believe, and there's no surety that RBR will re-sign him, or that any of the teams at the pointy end will take him on), he's not having a lot of luck. I don't know that Vettel's outdriving him, but he seems to have had the better run of circumstances.
