Please Help! High pitched wirling from dash, stops when blinker on?

Hey guys, i need some help ASAP.
I was driving the other day, when what seemed like smoke seemed to rise from my dash and steering wheel. I pulled over and shut the car off in about 5 seconds. Started it up again, no burning, but there was a high pitched "zzzzzzzzzzsssssssssssssszzzzzzzzzz" noise.

Sounds kind of like a tiny motor spinning quickly. The weird thing is, when I put my blinkers on, or the hazard lights, it stops and goes fine. Nothing else is affected that i can tell, then sometimes it'll stop, then start again, or be fine for like 30- minutes, then start again.

Please help, i dont want my car catching on fire

Short circuited along your blinker wire somewhere.

Makes sense, thanks heaps, but what would be causing the spinning high pitched noise?
