It's one of the commonly broken parts in the Mk3, it runs on air very similar to the central locking. In my case all the relays tick when they should (or at least they sound like it) so chances are it's the pump thats screwed.
Although I am by no means an expert, from everything I have seen about the Mk3 cruise control, it may be easier to pick up an after market electric dodad instead.

Mine already has bothHonestly though I wouldn't bother with a sunroof, they can really be a pain in the ass when the seals etc go rotten.
