I'm not sure exactly what you mean, are you talking about using a 2L block and 1.8L head to up the compression ratio?
Engine swaps in golfs are relatively straight forward with a bit of mechanical knowledge, and plenty of time. (research)
This is all my opinion of course.
If you want 150(odd)HP:
a 16V will achieve ~165HP with intake, cams and exhaust. I'm not to savvy on digi/ECU though, but an aftermarket mircotech LXT8, would be something to look at. (or any other stand alone - only if nessecary). Without ECU, around 3K would be very achievable, providing you can do most/some of the work)
an 8V can achieve achieve that 150HP. a member on here had a 1.8L on kJet, with 135odd HP, with minor mods, but it still involved a full rebuild.
To get 150 HP, you'd need big compression and lots of head work and lots of other work. this would be easily more than the cost of a 16V + mods, excluding ECU.
The other option with an 8V is to supercharge or turbocharge, but again the cost would be much more than the 16V option (factory ECU) and unless you were to fully modify and build the 8V, in stock form only 200HP is reasonable, This option would cost about 4-5K. (not including instalation and custom work, and on a standard engine)
