My steering had the same issue and the above seems to be the problem. There is one tamper-proof screw present, but there is another hole that is missing a screw! Now to find a replacement......

well I got the allen key set out and found out that the allen bolt was a little loose. The steering shaft still moves a little inside the tube, but I don't think there's much I can do about it.

But alsoI discovered why the plastic shroud around the column was creaking......The two screws that locate the lower half were missing and it was just held in by the little plactis clips...... So now I need to find some little screws for that.

Hi Ausgolfer, If that allen screw has been loose for a while then there maybe some wear on the aluminium housing where it is secured by the allen screw. I can't remember in detail what it looks like now but I imagine you could loosen the screw off again and pack the fit tight with a shim made from a fibre or copper washer or something similar, then re-tighten the allen screw.

If the screws are missing from the plastic case then someone has had it all to bits before and left some sloppy work behind. You can use wood screws to tighten the case halves. They tighten by cutting a thread into the top half of the case.
