The relay should be part of the fusebox but old cars like ours usually get rewired by every owner since 1990 so it could be anywhere. Follow the wiring from the fan to see if it goes to a relay in the engine bay.

I'm having a sudden issue with me 1990 Golf GTI 8v. The radiator fan stays on all the time as long as the battery is hooked up, even when the car is turned off. I was told it could be a relay issue and pulling it out and putting it back in could fix it, so I was wondering if this was correct and where the relay is located?

Could also be the after-run heat switch is malfunctioning as it runs the fan when the ignition is off.
It will be mounted on the back of the head.
