Have you ever had it idle properly? I you have don't go changing settings to make it run better, go after the cause of the problem. You may/probably have an air leak.
Sounds to me that the throttle closed switch is sticking in the closed position. If it does that you only get 8 degrees of advance and that essentially stops the engine from accelerating. If it opens up after you hit a bump then the engine will respond to throttle position.
My advice is find yourself a mk2 Haynes manual and follow the set up procedure in that. Don't look for the forum to give all the answers, there's not too many people on here that have ever had a K-jet, let alone a 16V, which is quite a bit different.

I reckon it sounds like a vacuum leak too.
2nd choice would be to change the Air Flow Meter. Do not prise the cap off and tinker with your one.
3rd Choice would be ECU which is common to fail on an 8v Digi.
