10 SWAT officers, 6-7 rounds each. Not at all surprising really, that's a relatively short burst, but enough to be totally effective from any one individual SWAT officer (you never wait for your colleagues to fire when danger presents itself).
I've heard a variant of that before ("People sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf."), but it's totally true.
EDIT: Another variant was used in the movie A Few Good Men:
"Son, we live in a world that has walls, and those walls have to be guarded by men with guns. Who's gonna do it? You? You, Lieutenant Weinberg? I have a greater responsibility than you can possibly fathom. You weep for Santiago and you curse the Marines. You have that luxury.
