Seeing as you are buying from a Canberra dealer you could probably get them to register it in NSW in your name (but it will likely cost you some $$$). Canberra dealers would register cars in NSW all the time, as many of their buyers would be from NSW (Queanbeyan, Bungendore etc). It may be worth paying a bit extra to save you going to the RTA etc.
IIRC it would be illegal to continue to drive around on ACT plates for more than about 10 -14 days (and the ACT Rego people probably wouldn't let you transfer ownership to your name unless you gave them a [misleading] ACT address and an ACT licence number would also be a problem for you). It would be much better all way round to get NSW rego.
As long as you are willing to organise it (and pay for it) Im sure you could get someone to do a "pre-purchase check" on your behalf. Sorry, I don't know who to suggest would be best (the last s'hand vehicle I bought was a while back and it was a 4WD, so got it checked by a 4WD specialist). Maybe one of the local VW specialists could do a detailed check for you ? ( Canberra VW Centre have a good reputation here, and have a Belconnen and a Tuggeranong location).
