Warranty on Megatronic recall?

Hey guys.. I purchased (last year..2023) a 2013 Passat. Couple of weeks ago my warning light came on..got it diagnosed and mechatronic is failing. The car had the unit recalled and completed in 2022. As its failed with-in two years of recall the dealers requested a good will from VW Aust. VW Aust refused as the car was too old. My question is what is the warranty on recalled parts and is it transferrable as I was not the owner when the unit was recalled and completed.
