The VW executive management is really doing their best to be the next textbook case study on how not to manage a PR crisis . . .

Yes, they are probably technically correct that there is no law in Europe that makes a "defeat device" illegal. However, taking your 14-year old sister as your date to the Year 12 Formal is not illegal either but that does not mean that you do it or brag about it afterwards
