Vicroads Custom Number Plates

Hi, I want to transfer my custom plates to my brother, but i have had them since 1991 so they fall under the Vicroads " old style contract".
Vicroads says i have to pay a transfer fee unless i convert to a new contract (then its free). Issue is that they wont tell me why they need me to change contracts. I assume i have some benefit under the old style contract as they are bribing me to cancel it.
Any idea what is going on here ???

wild guess. but could be something to do with Vicroads owning the plates? I wonder back in the day if custom plates were actually owned by the individual
