So the Golf R is banned, but P plater can get exemption for GTI if applied.
So what happens when the Stage 1 Tune is applied?

No mods, which means a stage 1 means it's not legal.
The short version of the restrictions is that all FI engines (except diesel) and anything with 8 or more cylinders is restricted plus they then manually toss in what they consider to be "high performance" 6's for fun. When the laws were introduced there really wasn't a lot of the low capacity turbo engines that there are today (although I believe they saw them coming and left provision). To be very fair it makes the enforcement very simple, if it's a V8 or a turbo/SC you need a permit which means the average cop doesn't need to know about every model/engine combo or carry an encyclopaedia.
Now, AFAIK the exemption process is pretty relaxed with what I will call a "secret list" of acceptable vehicles. IE if you ask for an exemption for a 77TSI Polo you'd get it without too much hassle. The argument for putting all these onto the "allowed vehicles list" makes enforcement harder and there is likely some number cruncher who has looked at the numbers of permits requested and decided it's not worth the hassle since I'd suggest that historically the vast majority of P platers do not have the cash to buy a brand new car. Mind you as the second hand ones come down in price and as new models that fit the category come into the market the process may eventually need an overhaul, but for the moment it's probably adequate. Remember for a moment that sitting in the VAG camp means pretty much all the small petrol cars now have turbo's where other brands don't just yet so we have a somewhat skewed view of the world.
Long story short, I'm yet to hear about anyone knocked back for a permit for anything! Just lots of bitching about the "potential" of being knocked back. I'd love to hear from anyone (in any state) that has been rejected with some details on what vehicle etc etc?
edit: I should add that QLD are one of the only states to publish guidelines, basically if it's under 125kW/t you should be pretty OK

Here in Vic the GTI regardless of transmission is banned for a P plater. Vic Roads has a data base of all makes and models that you can search to find out which cars are Approved, Application required or Banned.
I should add, rules had changed from 1 July 2007 onwards. Don't know what they were prior to this.

There still quite a few of us driving turbo cars, i bought my a3 in 2008 not to many driving turbo back then now there are heaps driving the b5 audi a4 since you can buy them for 6000-7000$

I'm allowed to drive an SP25 0-100 in 7.9s
Not allowed to drive an '08 Polo GTI 0-100 8.5s
But it's ok, buying the SP25 means cheaper insurance and maintenance...
