    Ideally, a system should have been set up to only allow qualified insulation installers under the Department of Environment, Water Heritage and the Arts (DEWHA) program be allowed to install in the first place. Under the Home Insulation Program they only had to complete an OH&S course which at best is just a "Site Induction". True enough, people should exercise some caution when picking relevant trades people (ideally through the MBA) but once people hear "Government Rebate", all common sense goes out the window.
