Issues after selling/buying/selling a car privately

In the last six months I have sold a car, bought a temporary car, then sold the temporary car all via Carsales. Each time the transaction itself was smooth and hassle free, the people were good to deal with. It's what arrives in the mail following these transactions that gives me grief.
The first car I sold to a couple in Melbourne, they failed to do the rego change at their end promptly and I must have gotten 4 or 5 overdue toll road notices. Each time I have to complete a form and send it back to the toll company including proof of sale.
The temporary car I bought here in Adelaide, was caught by a speed camera 60 mins before I took ownership. I had promptly submitted my chnage of ownership details, but the system that issues the ticket doesn't appear to record the time that the transfer of ownership took place. So the speeding ticket arrived in my name. I had to complete a stat dec and send it into the authorities.
Last night a un-paid parking ticket notice arrives in my mail box. It's for the temporary car I sold in early July. The ticket is for the morning after the new owner took delivery. I submitted the change of ownership form promptly, but again the parking ticket system doesn't appear to care. I have to complete another stat dec blah blah blah.
Two things I can't believe;
1. Why don't people get their **** in a pile, how much money are people wasting on speeding fines, parking fines, late fees.
2. Why don't these systems know that I didn't own the vehicle, when I told the promptly the date and time it was sold or purchased.
