Fog lights have been illegal to use for a long time. They were covered under the law covering "auxiliary lights" in most states. The laws don't mean anything because there are no points lost, the penalty in tiny and the police won't enforce anything other than speeding offenses so the chances of the tossers with fog lights bring caught or changing their ways are minimal.
