You are thinking of a screamer pipe.
It is definitely worth using.
In a lot of cases it is the most restrictive part of the air-flow system and as such, a better flowing downpipe will net you more power.

in some states any modification to your exhaust is not roadworthy unless accompanied by an engineers report. Best thing to do is to confirm with your local transport authority.
Looks like it may be ok in QLD. there is a basic modification guideline booklet here.

Dump pipe / Down pipe is the first stage of exhaust from the turbo.
Often it is replaced after a car is chipped to handle increased airflow.
For 1.8T's with standard turbo, 2.5 is enough for the flow (stock is often 2.25").
Worthy when accompanied by a chip and some work to the intake section if required.

im not going to claim as i'm a kook when it comes to cars, but yes- this forum is full of enthusiasts with a good knowledge base.
with dump pipes, whilst there are many people on here with their dump pipe (from turbo to catalytic converter) replaced, i dont know of anyone who's done the work themselves. im sure that some would have, with their own welding tools/ mechanical skills, but for the most part, people would go to a custom exhaust shop and have them fab one up.
there is much debate as to how much a dump pipe should cost- some will say easily more than $600, others will say they got away for much less than that, but either way, it's almost a must when you've got your car chipped.
first thing i would look at doing in your shoes, is a chip.
there are many companies out there which do the 1.8t- revo technik, apr, giac, custom code, superchips, etc etc . check them out- they're a VERY worthy investment. when you get chipped, it's like you're driving a different car.

Im sure if you poked arround the net you could find a good priced downpipe and Jay or myself could help you install it .
Did mine without any issues and im sure its a little tighter spot to work in than the ssat.
Or HiFLow exhaust (local shop) could make you up one from scratch for a good price and they do good work.
