Yeah. Looks to be a reed valve engine. Probably single carby by the looks of the single inlet port in the crank case.

I'd like to see how it is designed internally and how much crank case volume it has. Would be quite an interesting setup. Would get hot between the 2 cylinders though.. So you wouldn't be able to screw it up very hard. :)
