I had a look in an old dictionary of mine.
From the Dictionary of International Trade Finance Terms, Financial World Publishing, The Chartered Institute of Bankers 2001 ISBN 0-85297-576-7:-
"If goods are imported (or need to be stored during maturity, such as whisky) and import duty is not paid immediately, the goods are placed in a bonded warehouse (i.e. they are held in bond) until all customs formalities are completed."
Not quite an up to date definition, but you get the gist of it.
