Id say the Tiguan would be too small for 2 adults and 2 kids plus stuff in the boot. Its basically a VW Golf on stilts. And they are not made for towing anything more that a trailer to the dump/Bunnings every now and then.
The Touareg sounds like it would be closer to what you need, especially if towing. The 3.0 V6 TDI is a pretty robust engine/transmission package overall, with decent amount of power and torque (and more available if you get it remapped), but if your budget is around $9k then you will be buying something that is 10-12yrs old and done a fair few km's, so expect some mechanical work to have to be done to keep it running.
Timing chains (as with any VW/Audi product that uses timing chains) are a concern as well as leaking water pumps (once again as with every VW/Audi product). Also the EGR system on a 10-12yr old car will be well on its way to being clogged with sooty mess, so you might want to have that professionally inspected and cleaned.
If you want a towing machine like no other, grab a Touareg R50.....but you will need to add a few $$ to your budget.
As with any second hand car, make sure its been well serviced and have it checked over by either a mechanic or an organisation like State Roads/NRMA before buying as they might help you avoid a lemon.
