The accuracy of the dipstick depends on the method used to check the oil level.
Some cars require the engine to be at operating temperature before turning it off and waiting 'x' minutes before checking the dipstick. Others require the engine to be stone cold - it just depends on the car.
The ground should also be level, as inclines affect the oil level.
The owner's manual should have the proper procedure (and hopefully prevent one from under or overfilling).
