Take it to the manufacturer of the tyre.
I was at the local shops (1km away) and on the drive home the tire pressure gauge came on, within 200 metres from home it felt like a puncture, I nursed it home and discovered this.
It seems the tyre has disintegrated at the seam. Only 13000 kms on the clock, the car was serviced 1 month ago and Skoda advised the tires where fine.
Is this odd? Is it likely wear and tear or a tire defect?
Should I take it to Skoda?

Yes, take it up with both Skoda and the tyre manufacturer (whom ever that is)!

Looking at the rim ,Looks like it has hit the kerb as paint has been removed
You could try but i doubt your chances of getting it replaced ,
There is a superficial scratch to the rim which has been there for a while. This was from scraping a curb whilst parking.
Hardly going to a cause an entire tyre to split
Looks like the tyre was so flat that you’ve damaged the sidewall.
You can see that there’s a circle all the way around where the sidewall has collapsed and has been folded over and driven on.
I’d say you’re up for a new tyre. I’d also check there’s no damage to the rim too.

Tyre shop will probably say they cannot patch it as it is too close to the sidewall

Driving a couple of hundred metres on a flat tyre will do that. The tyre didn’t split - you driving on it cut it open.
