You'll need a 235/35/19 for correct fitment. 225 is already a huge stretch on a 8.5 rim, no tyre shop I've spoken to has recommended it.
I just purchased Continental Extremecontact DW in 235/40/18 for my GTI from tirerack.com and I'm putting them on VMR rims...

225 over a 8.5 is barely stretched. is still legal and safe as Diesel_vert pointed out.

sure changing the load rating to a smaller amount is illegal, but i think thats the least of your problems if you guys are stressing over such minor details.
what about the different rolling diameters, widths, wheel track etc? are you getting those little plastic guards on the rear arches replaced with bigger ones to keep the wheels in the body line because the wheel has moved outwards due to new offsets and widths? Did you check to see if your seat covers and steering wheel covers are ok? Have you got any of these things signed off by a engineer?
