Looking at the tyre calculator, shows (in my case) going from the stock 215/40/17 to 225/40/17 will decrease the odometer reading by a couple of km/h eg. 100km/h will show as 98km/h. The question is, will the 225s fit on the stock 17X7 rim and is it legal?

2km/h is 3/5 of f all it is fine. Is the tyre listed on your placard? Does the tyre comply with load rating requirements (no less than OEM speC)?
Then yes it is legal.
225/40 for a 7 is going to look pretty average unless you are looking at semi slicks and a track based look.
215/40 or if you must 225, 225/35 so you don't end up with a truck tyre. See what calculations you get.
I think MkV GTI is about 7% out from factory (100kmh = 93) so going to something that reads "slower" actually brings it back to being more accurate on the speedo.
225/45/17 on a 17x7 is standard on a vw bora, so cant imagine a 225/40/17 on a 7 would hurt.
to the original post, all you'd gain from a 235 on a 8 is 10mm more contact, more side wall (more comfit), and increasing your rolling diameter (which will generally correct your speedo slightly), and apparently they are lots cheaper due to being a popular size.
otherwise id be going a 225/40, better looking, closer to stock, will allow for more lows (vs a 235) if you go that way
