AFAIK
- MY (Model Year) is used world wide.
- It varies from model to model, and depends on when the factory wants to changeover to the new model. IIRC it is usually between July and September.
- If you look at the fine print in VW brochures and sales contracts you will almost certainly see wording to the effect that "VW reserve the right to make changes to the spec at any time". Dealers have no control if VW decide to make running changes to specs, whether at MY change or not.
- Build date is the most important thing to most secondhand car buyers (not MY, and not "Compliance date" either). Sometimes the MY can have an effect if the changes are particularly significant (eg the big increase in power and improved handling for the latest model Subaru WRX will probably reduce the value of the previous model).
