Turn the car on, turn it to accessories i think from memory, then pull the wiper lever down once. They wipers will move up to vertical and stop.

Atleast that's what you do with the Caddy..

    To quote Gene Berg..

No question is stupid if it has to be asked.

The Jetta does the same thing Preeny. But the ignition needs to come from the "on" position to "accessories" to work. To return them to their normal postion, turn the car to "on" and press the lever down again.

Flick the ignition on, then off, then flick the wiper leave down. The wipers will raise to the service position (basically Top Dead Centre of the wiper arm swing). According to the manual the arms can be damaged if lifted them while the bonnet is open.

Strange to get used to, but quoted in the manual, and easy enough to remember after a go or 2. To reset the wipers back to normal, just flick the wiper lever again and they'll go back.

The door needs to be closed when you flick the wiper stalk or else it won't work. This one had me wondering what I was doing wrong for a while!

Not a problem for me, I've only ever done it from standing outside with the driver's door open.
