I can still fully access our MY18 Golf TSI, but cannot access all modules on my MY19 R. With a new VW arriving soon, I have purchased the latest HEX-V2 cable so this 1 is no longer needed.

The age of the vehicle can be a restriction. The latest MK7s onwards have some restricted functions. Mk4/5/6 no dramas.

My understanding of VCDS is that the cable acts as the licence? I.e I wouldn't need to purchase a software license as well?
