Other countries are able to individually select options. You'd be amazed at the options list cars in Europe have. Here VW Australia look to limit the number of options and combinations and we end up with option "packs".
Wolfsburg edition is just another option pack which bundles a number of factory options into the one pack. It makes it a lot easier for stocking/ordering if there's less model options. The problem we have in Australia is due to the distance from the factory it makes factory ordering a rather lengthy process and something the dealers and VWA try to discourage.

I may be wrong but I think it is easier to comply cars in Oz using packs instead of individual options. Most Asian cars only have minor accessories that can be fitted.
I imagine an Indium Grey Tiguan Wolfsburg will look similar to this Touareg R-Line Black Style.
