My experience with the build went like this:
1) Took exhaust to shop, we both didn't anticipate the tip extensions. They had 2 staff sick so couldn't complete on the day. Welded downward facing tips to the Golf R muffler. This setup resulted in a hard core droning and booming. Wife and therefore life was unhappy.
2) A few days later took the car back to the shops, extended the tips (with valve actuators in place which were closed by default) to the rear bumper. This resolved ALL droning/booming and the car sounded like a standard Golf R with a res delete.
I suspect the downward facing tips causes the sounds to reverberate under the rear of the car resulting in drone.

Most of the drone would be from the lack of a resonator and the long unmuffled pipework.
With low flow and noise (vibration), you end up with a standing wave and through superpositioning you're amplifying the noise.
Muffler tips facing backwards or downwards would not contribute to drone.
The flaps help to reduce noise by creating a restriction at the rear muffler and potentially affecting the wave form.
