There is so much confusion on what is DLA it is understandable that some get it wrong and the Tiguan is especially confusing because there are two LED light assemblies that can be fitted. I think I may be correct in saying that DLA can differ even between cars such as a Golf and a Passat or a Tiguan.

HBA - simply turns High Beam off/on when it detects on-coming traffic
DLA - high beams stay on (above 60km/hr ?) but mask around the oncoming car

From my reading (vw website info via googling)
Hba is hi/Lo control only. With/without active cornering lamps (the ones that swivel) and with/without passive cornering lamps (the extra lights that just activate based on steering angle/blinkers/speed)
Dla is that, but it has to have the added function of controlling high beam illumination via shutters and the headlight variable angle- on tigs at least.
Some other vag products have multiple leds that can be individually operated to achieve a similar result- I guess that way allows more shapes and faster response.
Don’t confuse not available with not enabled
Us in little old Australia are a unique market. We disable perfectly fine features- yet leave them physically there, just to keep/make other models and brands their point of difference.
I can’t recall which thread, or which page gives pictures to show the 2 light assemblies, but it is fairly straight forward to find out if your light assembly is dla capable.
From there the tricky part is knowing which features to turn on/off with obd11/vcds- this hasn’t been fully researched to give definite answers of 2016 vs 2017 va 2018 cars and their software and ecm differences.
If you just enable all the known options it often leads to errors. Not enough options does too.
