I have a question regarding dump pipe, does it require a tune immediately? The only reason I ask is due to looking at the is38 path once I hit 10k kms.

Also question in regards to IS38 upgrade, can it happen before upgrading downpipe? How restrictive is the stock downpipe? Is it more restrictive than a stock golf R DP?
was just wondering if anyone has done IS38 as the first step

Depending on your tuner you may have to pay each step for a re-tune. There is certainly some cost benefits in working out the end game, getting all the parts together and installing everything at the same time. You'll pay for the tuning once. The down-side to doing this is if you have a problem it makes it harder to fault-find as you'll have changed multiple things.
I wouldn't go with a standard IS38. If you're changing turbo get a high flow version. Do it once, do it right
