It sounds to me like it's an initiative from that dealer as most just go by the VW standard of 12 months or 15,000kms.

There's nothing wrong with doing it, and it gives you a chance to raise any questions or concerns with the dealer you may have.

Personally I recommend getting a proper service done earlier at 7,500 where oil is changed.

In that case it sounds like an easy money grab to me. They do nothing to extend the life of the engine (car) and the rest except the brake pads and oil level check, which is done visually and anyone can check these themselves in the blink of an eye. The car is designed to be serviced once in a year and many only once in the 2 years, the critical part the engine oil is left there to wear out your engine especially if you drive short trips/ under severe driving conditions and the reason is clear, just to get people to buy a new car sooner.

It seems to me, that some don’t like to get their hands dirty, but still wants make more money.
