Traffic Jam Assist uses the Adaptive Cruise Control, but it's not the same thing as Lane Assist. Lane assist is the lane departure warning system and is designed to reduce the likelihood of the vehicle leaving its lane. It will nudge you back into your lane if you try to cross the lane marking without indicating. I think it only works above a certain speed as you don't want it stopping manoeuvring in car parks etc at slow speed. Traffic Jam Assist actually keeps your vehicle in the centre of the lane while using the ACC to manage the speed and is designed to me more autonomous than Lane Assist. Think of Lane Assist as a safety device when your distracted, while Traffic Jam Assist as an autonomous driving mode which only works below a certain speed. 65km/h I think.
I'm more familiar with Audis than VWs as I'm only about to dip a tow into the VW world, but have owned an A6 for a while. I was looking into the new Q7, and on the spec sheet for that it states the following are included in its description of the driver assistance pack:
"Audi active lane assist, adaptive cruise control with Audi pre sense front, traffic jam assist, collision assist and turn assist"
As you can see, Traffic Jam Assist and Lane Assist are listed as different things. As far as I'm aware the Tiguan has Lane Assist and not Traffic Jam Assist certainly in Australia. It's possible it may be able to be switched on through a VCDS tweak as I'm pretty certain it uses the same hardware.
