Browsing through the older ATE catalogues in PDF format, it would appear that 13.0470-2617.2 is a newer part number that was designed to replace 13.0470-2764.2 for some models.
For example, models that used to specify 13.0470-2764.2, such as the Audi S3, Skoda Superb, VW Golf GTI/R, Passat/CC and Tiguan, now specify 13.0470-2617.2, but the online catalogue does not tell you this.
(As an aside, some models still specify 13.0470-2764.2 rather than 13.0470-2617.2, so it is not an across the board replacement).

I also noticed the superseded part is nearly 70% cheaper than the updated part when comparing prices from an online store based in Europe.
So if you want ATE Ceramic pads at a reasonable price, I would consider purchasing the superseded part (13.0470-2764.2) because I find it difficult to justify spending $400+ for the latest part (13.0470-2617.2).
