The 7% applies to the diameter compared the OEM tyre. Width doesn’t come into it regarding the ruling however width is a factor in the overall diameter measurement. So as long as your overall is under 7% smaller or larger than a placarded OEM rim and tyre combo your sweet. (Rubbing is a separate issue however and must still be checked.
