Yes, you got it wrong.
$82K includes about $3K LCT.
Anything above $69152 (in the case of the Tiguan R) then attracts an addition 33% LCT to the price.
The drive away pricing includes the LCT, just as it includes other taxes (GST), stamp duty and rego.
So without LCT that $82K vehicle would only be $79K.
If you are into formulas try this -
To work out the amount of LCT:
(LCT value − LCT threshold) × 10 ÷ 11 × 33%
($79,000 − $69,152) × 10 ÷ 11 × 33%
$9848 × 10 ÷ 11 × 33%
= $2954.
