TDI's have downturned tips - you can't compare with a petrol engine vehicle. Diesel exhaust tips on passenger vehicles must be downward facing to meet ADR's.

I would agree with that. But if they don't believe you, you can take it to them and show them! lol
If the MY18 206TSI have changed to straight pipes and a cutout hole in the bumper, you may have been unlucky and gotten the new exhaust but the wrong bumper on the production line during the change-over.
I'm still surprised they've changed it.
And seriously man.
Your car sounds like the factory put on a wrong comfortline bumper.
206 should have one pipe each side. No cover on the bumper. Both pipes outwards and straight like the Superb 206 or other 206s.
Is your car new? Someone fixed the car and put on a wrong bumper maybe?

Bumper clearly has cut outs in both sides.
Exhaust clearly points straight back.
MY17 206TSI R-Line is the same:
2016 Volkswagen Passat 206TSI R-Line B8 Auto 4MOTION MY17
Bumper clearly has cut outs in both sides.

MY17 132TSI Comfortline without R-Line pack:
2017 Volkswagen Passat 132TSI Comfortline B8 Auto MY17
No cut outs. Not sure if their tips are meant to point down or if they're straight.
So my guesses are these:
1. You got a 206TSI R-Line with the "R-Line pack" bumper instead of the "R-Line" bumper. Or;
2. You got a 132TSI Comfortline with an R-Line pack and Luxury pack and it was sold to you just as an R-Line (unlikely)
But what I think is guaranteed, is that the 206 TSI R-Line is meant to have cut outs both sides and straight tips.
